Neil Smith&#8217;s North American Confederacy).<\/p>\n<p>Which brings us to the ancient dilemma, <a href=\"https:\/\/en.wikipedia.org\/wiki\/Quis_custodiet_ipsos_custodes%3F\" target=\"_blank\">&#8220;Quis custodiet ipsos custodes?&#8221;<\/a><\/p>\n<p><strong>Third question: In this or any other society, is it possible to ensure that armed, organized enforcers respect the rights of individuals and hold themselves to the fundamental rules of civil society?
