Agenda-based. Incompetently arbitrary. Arbitrarily incompetently fiat-driven. Of the <a href=\"https:\/\/en.wikipedia.org\/wiki\/Star_Chamber#Under_the_Stuarts\" target=\"_blank\">Star Chamber<\/a>. Evil.
