A suppressor can be very quiet depending on the design and caliber. Many years ago I had a class III FFL and had a couple of 10-22’s that were reworked from ground up with a built in suppressor, not a screw on type. They looked like a bull barrel 10-22, think the brand may have been AWC. They were actually silent, when firing you could hear the firing pin strike and the action cycle. Also had their version of a Mark I or 2 .22 pistol, it sounded like a air gun/pellet gun, not silent but not loud.
